Inclosure 3 in No. 1.

Extract from the "Tsun Wan Yat Po" of October 28, 1907.

The Scheme of Cheung, the Lord High Chamberlain, to develop Whampoa and Tamshui as Trading Ports.

(Translation.)

CHEUNG PAT-SZ, the Lord High Chamberlain, has submitted a plan to the Board of Agriculture, Manufacture and Commerce, for developing the port of Whampoa. His reason for the proposal is that the Canton-Amoy Railway will take the same route to Canton as the Kowloon-Canton Railway. The Board has requested the Viceroy at Canton to report on Cheung's plan and the Bureau of Agriculture, Manufacture and Commerce has been directed by the Viceroy to make inquiries and report.

His Excellency Cheung also proposes to build a short railway from Tam Shui to pass through Tan Tau Kong, Ha Chung, Pek Sha Tau and other places in the Kwai Shin district, the means of communication between which are at present very bad. He has asked for official protection for the officers whom he has sent to survey the route.
